Default 414 LS3 loosing power early

I have a freshly built BES 414 LS3. On the dyno power is dropping off very early at 5400 rpm. Any ideas would be much appreciated. Here is the setup.

CNC ported LS3 heads, FAST 102, NW 102 TB, G6X3 cam, 1 3/4" headers Y to a 3" exhaust with no cats but a muffler.

93 octane pump, ~21deg timing@TQ peak, ~25-26deg at redline. Seemed to make more power on the rich side (~12.0-12.1 vs the usual 12.4-12.6)

Wow, torque drops off so fast I would suspect valve train float or other problems.
What kind/rate springs do you have? What lifters, push rods and rocker?

(I'm barely a novice in this area, and am just taking a stab to get the conversation going.)
