Default Fuel trims disabled due to bad O2 sensor?

Like the title says, both my short term and long term fuel trims are 0.0% constantly. My Bank 1 O2 is dead from unknown causes. It's a brand new Bosch 13111 sensor but is throwing a code for low voltage and is stuck at 447mV on the scanner. Bank 2 sensor is alive but seems a little lazy, even though it is also brand new.

My question is simply whether the dead Bank 1 sensor will cause my fuel trims to disable themselves. LTFTs are enabled in the tune and rear O2s are turned off. Wideband (which is in the Bank 1 header collector) reads 14.3-15.5ish at idle and driving. Car also won't go into PE.

This is a 2000 LS1 with longtubes.

It has no info for the trims with a dead sensor. So it's not in closed loop.
Hence no trims.
