ECM problem

ECM problem been chasing a bank 2 sensor 1 malfunction and by process of elimination ive got it down to a problem with the ecm itself. the sensor feed is flat and never changes but if you swap the o2's around its still flat on bank 2. I traced wires and pinout the ecm to check for continuity between anything else. I then took the harness apart to check for marring or exposed wire core. Did this all the way to the bulk harness where nothing else could get to it.
My question is I have a 98 ecm now will switching to anything 99+ give me issues? My father in law has an extra ecm but unsure what it came from (ls1 truck swap) ECM # 16220610 service number 09354896.
Edit: did find out the space ecm is from 99+ 5.7 car so I guess the below question is null.
additional question is since I have HPtuners I can just transplant my tune onto it without issue?
