Default Going to a smaller cam. Mail order vs Dyno?

So my car currently has an MS4 cam in it. Poor drivability, gas mileage, and you have to rev for the powerband. I've talked to EPS about a much less radical cam that meets what I'm after which includes MUCH better gas mileage.

I've heard that for major changes such as a cam swap that a dyno tune is essentially required. Does this hold true even when going to a less radical cam? Getting off work and driving 2-3 hours for a shop with a dyno may prove to be a challenge but if this is a must following a cam swap, I will do it. However, has anyone had success just getting a PCM tune after doing a more conservative cam swap?

Do you have the option to get a good street tune?

A mail order could get you close but with a cam even a small one if you got a mail order tune you would still need to get your WOT a/f checked.
