Default Fuel pump voltage

I'm getting 8.6 volts at the plug (female side) where you plug the fuel pump into with the key on and nothing at off position. What voltage should I be getting and if my voltage is wrong how do i fix it? The battery is optima red top fully charged.

What is the charging voltage when it's running? Is the charging system working? If so, maybe you can back probe the power wire at/to the pump when running, if it will run. 8 volts seems like it is not nearly enough though. If so, look of a voltage drop from the fuel pump relay to the pump, connectors, damaged wiring etc..
