Thoughts on scan 1998 Z28

MMS stage II heads(whatever that may be)
224/224 114LSA cam
Mac headers, cats, Borla exhaust
Ok, here are some numbers I got from a Craftsman scanner:
At cold start-up
LTFT -1.6%
MAP 11.2
Spark 18°-21.5°
O2 B1S1 0.135-.75
MAF 1.88
TPS 0.4
STFT B1S1 -14.16%
B1S2 99.2%
B2S1 -18%
HOT-OPEN LOOP(after 10 minute drive)
CALC LOAD 2.4 %
ECT 178
STFT B1 0.0
LTFT B1 -1.6
STFT B2 0.0
LTFT B2 -1.6
MAP 14.5
SPARK ADV 20-21
IAT 77°
The car slightly surges under load around 1800 RPM, then smoothes out above 2100 +-RPM.
Also, I am averaging around 15 MPG.
Thoughts...?

I would rest fuel trims if it's open loop it shouldn't be showing them at all and definatly at cold start you shouldn't see them. A wideband is a big thing with an open loop tune so getting one will help.
Also are those map numbers in kpa? Those are very low of so.

slight change Yesterday, I tightened the intake bolts some. That seemed to help to erratic idle and stumbling.
I believe the MAP is in kPA.
I think it's time to send out the PCM for a tune.

Lazy O2 sensor I scanned car again at Autozone. and got P1133 B1S1 HO2S insufficient switching.
After looking at the numbers, and watching it, I think it's lazy and isn't working that great anymore. It is staying at .45 V constant.
It didn't give an SES light, but did throw the code in the reader.
