iac steps vs iac counts

I am trying to log iac counts in hp tuners and all i could find is iac steps. Are these the same thing? At idle it reads around 140 which doesn't make sense. What am i doing wrong here?

I think they are the same thing, if you start tinkering with your idle you will get your steps/counts down.
