Default P0740 and 0411 ECU....down to PCM

Guys picked up The car at Trans shop ( 98 camaro 6.0l 4l60e from t56 project) again still throwing p0740 and we discovered that it was immediately applying TCC with key on...after checking everything in Trans the tech unpinned 42 and boom that drops it out...which tells me it isn't a ground issue in the engine or Trans harness....so I picked up car and used a momentary start and hooked to the lead, sure enough TCC works just fine by connecting it to the pin at 42 ( unhooked from pcm) and ground....so that just leaves ECU...has anyone seen a 0411 go bad and ground some circuits it shouldn't ?
