P0140 & P0160 h02 circuit codes...how to fix?

P0140 & P0160 h02 circuit codes...how to fix?
what are the possible reasons I'm getting this? I just had an engine swap done, and even put brand new o2 sensors in but am still throwing codes on both sides (bank 1 sensor 1 and bank 1 sensor 2)
I'm guessing this is heater related, but I don't know which wires to test to see if I'm getting proper voltage, and what that voltage should be.
don't know if it helps but I have grottyohann/qtp long tubes which have always had heater issues....but I don't think i've thrown a circuit code before....I used to throw the standard o2 heater and insufficient switching codes.

Isnt there a ground wire on the back of the drivers side cylinder head for the heater circuit? That could have been left off...I think there are 3 ground wires that attach to one bolt.
