readiness tests every time I drive?

readiness tests every time I drive? I'm a newb with hptuners, and have updated a solid baseline tune for my maggie to adjust fueling in PE because it was too rich, and spent a lot of time data logging and bringing my VE table as accurate as possible where now I have LTFT's all about 0 to -2.
Here's the issue, every single time I drive the car, and get up to cruise on a decent size road, about 10 minutes or so into the drive, my commanded AFR goes to 16 (and that's about what I see on my wideband) for a short period of time, maybe 30-60 seconds, then it goes to 12.5 or so.. After some searching, I thought this was the O2 readiness tests. My O2 and evap readiness tests were showing incomplete. So, I changed all those DTC to SES on and dont report error. Now the readiness tests show complete, however, while driving to work today, I still had the AFR while cruising increase to 16 for 30-60 seconds, then to 12.5 for 30-60 seconds, then back to normal 14.7. WTF? COT and lean cruise are disabled. What am I missing here?
I also have tried to complete the GM 'complete driving cycle' on numerous occasions, and done hundreds of miles between calibrations and this happens every single time I drive.
