Default Emission testing

I live in Maryland and I have emission testing on the new 99 WS6 I bought from VA. The car has no check engine lights on but does not have the rear O2 sensors it has the front looks like they were turned off when the long tubes were put on. The question is will I pass emission since im just plug in?

Do I need the sensors turned back on and sims plugged in?

Any tuner around Maryland that can help if I fail on this issue?

Do you have any kind of scan tool to see if the monitors are ready?
If not you should get one, even if its a cheap $50 Advance or AutoZone sells.

If check engine light is not on, and your check engine light works, you are good to go. The tuner handled everything after the long tubes.

Though, you could still fail based on a visual inspection (if you do not have cats)
