AFR Going Rich ...Why?

AFR Going Rich ...Why? Hey guys I am scratching my head trying to figure out why my AFR is going from around stoich to 11ish or so at around 3K while under part throttle.
The engine was stumbling and hesitating so I took a look with a wideband and it is going rich right when it hesitates.
PE is disabled to eliminate fuel enrichment and the VE table is pretty smooth in that range from what I can see. I put it in open loop and still the same.
I posted a tune and a log file. Any ideas?

It looks like power enrichment but you are not exceding the PE Enable parameters. I see Cat overtemp is still enabled and max COT enrichment is set to 1.25 EQ. Try disabling COT and add Fuel System Status to the log.

Ok thanks I disabled COT (Max enrichment is still the same at 1.25 but shouldn't matter if disabled, correct?) and added Fuel System Status and will log again.

I disabled COT, added the Fuel System Status to the scanner, and also should be in SD because set the MAF Fail High freq to 0 (I'm getting a P0101 code with 3 different MAFs so might be going into SD anyway).
1,2,3 logs are in CL and OL1 is open loop.
Still going rich under part throttle in both CL and OL and running like crap when it does. What else could be causing it to add in fuel?
