Default Quick question about OBD readiness monitors

Would setting an oxygen sensor heater code (P1133, P1153) to not reported cause the readiness monitor to always stay ready? I've been told the state refs in CA will sometimes reset the PCM memory and check monitors again to see if they report ready without driving the vehicle. Thanks in advance.

Fortunately for everyone else, and not so much for you, the readiness tests will automatically show ready. I had never heard of a PCM reset to check for this before. Your Nazifornian overlords must be catching on to these tricks.
