5.7 Tuning issue

So today I had a problem with the tuning. i have a LS1 full bolts on which are:
1-MSD Airforce 103mm intake
2-Holly sniper EFI throttle body 102mm
3- Holly IAC
4- SLP Heavy Duty oil pump
5- dual timing chain
6- 243 Z06 Heads
7-Howards Cams
8- cam springs
9- Performance Fuel Rails
10-SLP intake
11- MSD wires
The car is running rich and while he was trying to tune it the IAC is working but he said that the IAC is not working in the proper way and he told me that he can't do it because is something new to him and he never worked on holly or MSD throttle body and he told me to instal a 92mm throttle body on a MSD airforce 103mm intake. which doesn't make since. and this is what he told me "Having a hard time getting it started and the IAC valve does not respond quick enough to catch it from stalling when you command the IAC to open and close it makes a very small difference". So what do you recommend me to do right now. or someone can help me find a certified tuner in Tampa Florida or near that place.
Please if any body know or had this issue before help me with it.
