Diagnose my issue@! Engine is a 2002 ls1/6 car is a 
84 trans am
has prc 5.3 heads and a ms3 cam. bolt ons too
t56 9" etc...
My issue: When i start the car the rpms shoot up to 2k-3k they hold there for about 3-5 seconds. if i put it in gear it does it again, it will repeat this a few times, then it goes away. It only does this when i initially start the car, if im driving it and go to a stop sign, it wont do it. BUT if i shut the car off, and turn it back on, same thing.
im running a scanner tool on my phone through the obd2, im not getting any check engine lights, and the car WAS tuned when i first put the combo together. the temps are what they should read when the key is turned on, but the car isnt running. I did notice my throttle position sometimes is anywhere between 0% and .8%

i dont have access to tuning software, i thought it was a bad iac valve, so i replaced it, that didnt help. is there any way to check my iac counts without tuning software?
