DTC P1631 -- how to fix?

Default DTC P1631 -- how to fix?

My brothers vette (98 C5) is getting A DTC P1631 and the car will not start due to it. I know that's the thief security thing. What steps does he need to do in order for the car to be corrected? I'm not sure exactly what he did that may have caused it to go wrong in the first place. He removed his nitrous system and was thinking that he may have unpluged something at the time that shouldn't have but can't put a finger on it.

I have the instructions from the service manual. Do you still need this info?

The DTC is for a Anti-Theft Device PCM/IPC Password error. What did you do to the car to create problem?
