Default E67 ECM start mode issue and advice

I got a E67 ECM on a LS3 that won't start (engine cranks and displays more than 160 RPM on OBD so it is receiving CKS) but won't activate injectors. The same ECM works fine on another harness so there is issue with harness, but I can't figure it out. There is no VATs or limp modes in tune. Normally an ECM won't inject fuel if there is a bad CKS input but OBD shows correct CKS, voltage and other parameters. Is there another input required for ECM during start it needs to power injectors? What else needs to be powered on ECM for start mode it may not be seeing?

Is there ignition power to all the injectors. If the controller runs with another harness, then there is no vats. Does the fuel pump come on while cranking. Steve

Figured it out, the calibration can either be push button start where ECM activates starter or normal key switch....not both. Thanks.
