02 sensor not ready

02 sensor not ready Hello all
I installed an California emissions legal LS 3 crate into my C 10. I cant get the 02 Sensor to get into ready status, I purchased a scan tool to check my readiness and after several drive cycles the 02 Sensor will not ready leaving me with 1 flag. The computer has no codes and the MIL is not illuminated, but verified to be working during the self check at startup. Has anyone had this issue I have put about 400 miles on the truck completed the drive cycle at least 4 times cleared the computer with the tool effectively resetting the sensors to not ready and repeating the drive cycle and even cleared by battery disconnect. efter each drive cycle the pesky 02 sensor is the only one that wont set. if anyone can share some thought it would be appreciated.

I did install 4 at the time of assemble, I'm sure it could be one of the 4 or there may be other contributing factors that create the problem, I'm hoping to find as many as I can and chase them down before replacing sensors.

Because I have no Codes and the 02 sensors appear to be functioning Bank 1 sensor 1 voltage .100-.745 at 600RPM .085-.735 @ 1500 RPM bank 2 sensor 1 .090-.765 @600 RPM and .095-.760 @ 1500 RPM because no codes or a way to identify a the problems location swapping may not tell me what the problem is I have already completed the drive cycles and logged about 400 miles does any one know could this be a drive more and it will go away or am I getting or loosing unmonitored or monitored air at the sensors?
