Default Could this problem be caused by something in the tune?

With key on and engine off, TPS sensors show 30% and pedal position sensors show 20% pressing gas pedal, the TPS and pedal sensors both show the same, and follow each other, so it appears that they both work.

Start engine, rpm goes to 800 at idle.
Put in gear give it gas, engine rpm revs to 2000 rpm.
Pedal postition sensors show 83 and 84% but throttle position sensors show 20%.
Let off gas and rpm drops to 5-600 then up to 800.
Give it gas and it works as it should. Position sensor readings show as they should.

This only happens during start up.

Throttle position sensor (New throttle body) didn't help.

I found out that this thing has had 2 different people tune on it since 3200 stall, and LT header installation.

Do y'all suppose it could be in the tune, somewhere?
