E38 Safety mode!

E38 Safety mode! Hi all from Australia!
Hopefully someone can help me with my issue!

Ive recently purchased a rolling shell and put a matching 6 litre into it, the same as the one that came out of it.
All went to plan however the PCM is in safety mode!
First I replaced fly by wire pedal with a new one and replaced the throttle body/maf multiple times to no avail. Next I tested continuity between the ecu pins and the fly by wire pedal pins. All had connectivity except the brown wire to pin 30 J1 on the PCM. The scanner also showed acc Pos D to be at 99.6% at idle.
I then ran a wire directly from both points which eliminates the issue on startup. However as soon as the throttle is depressed I now get P0606 computer output circuit. With the wire in place the POS D on the scanner shows 19.2% at idle which may still be a bit high but just don’t know where to go from here!
both 5V references to the pedal both show 5.2 volts!
I also tried running 2 extra wires from pin 29 and pin 56 as they are both for the same sensor, however it didn’t change either. Hopefully someone has some ideas short of pulling the whole loom out!!
