Default question on ltft and o2 voltage

I Just purchased a 99 SS with a built lq4 engine, it has longtubes and catless y pipe with a fast lsx 102mm manifold and stock injectors. im trying to clean up the tune on it, i am getting a code for both banks being lean, when I log the car my ltft are mostly in the 20's just driving around town but the o2 voltage is around 8.3-8.5 which is rich.im not sure if it is rich just from the corrections the ecu is making or if the fuel trims are just that far off from the previous tuner that didnt know what he was doing. I am going to be switching this car over to SD to get rid of the maf and run the 102 throttlebody, I know i have a header leak on the driver side, i am going to be fixing that and looking for any vac leaks tomorrow and check the tune again. any advice would be appreciated! Ill post the log i got as well as the file i pulled if anybody wants to take a look and has any ideas and point me in the right direction.
