E67 No Crank Help

Pulling my hair out over a no crank issue. I have an E67 ECU controlling an LE5 ecotec. I know this is the LS forum, but I have been on here for years and the ECU is the same as several Gen IV V8's.
I cannot get the ECU to pull a ground the starter relay control (C1 Pin 56) to activate the starter.
The relay circuit is wired correct. If I pull the control wire from the ECU, hit crank, and manually ground it, I can manually crank it over.
ECU powers up, can com with HPT in VCM editor and scanner. I currently have VATS 1 and 2 disabled, starter fault checks disabled, clutch interlock disabled, and starter diag disabled.
ECU is getting power to C2 13 (ECM Fuse), C1 20 (Bat), C1 18 (Acc), and C1 19 (ECM/ Trans Fuse).
When I crank Power is applied to C3 47 (Dark Green)
ECU is grounded through C2 73.
In VCM Scanner Starter Relay shows OFF, crank request always shows NO even when on the button, clutch pedal depressed is YES.
Any thoughts? I plugged a second ECU in (no tune or disable) and it won't crank as well.
Or do I even need to crank through the ECU for a proper setup?
