07 C6 cannot relearn vtd to e38 ecm

07 C6 cannot relearn vtd to e38 ecm Problem:
When i try to relearn the v.t.d. to the ecm it goes through the cycle and the orange telltale security light does not go off after 10 minutes.
What i have done:
I have reflashed the RCDLR using TIS2000-SPS to get rid of a "no fobs detected" problem.
I then succesfully relearned the fobs to the car. everything seems to be working but when i try to start the car the cluster restarts but nothing happens, not even the starter motor turns over.
When i check the ECM with a tech 2 i can see it says v.t.d. password learned : NO.
I have tried the 3 times 10 minutes procedure but the security light doesnt go off after 10 minutes.
When i do the relearn with TIS2000-SPS the procedure completes succesfully (10 min wait) but still the car wont start.
I then reflashed the ECM succesfully but after that no succes either.
Could the ECM be blocked/locked?
Are there other things i need to check?
