PCM has power with key off (pin15)

PCM has power with key off (pin15) Hi all,
I noticed that my alternator was humming when the key was off on my new LS swap (2001 Tahoe 5.3 and P01)
checked the voltage on the excite wire and it was 4.3 volts with key off. Checked the voltage at the PCM connector and same voltage.
what would cause the PCM to be powered up on pin15 hours or days after key has been off?
where do I start troubleshooting? My swap harness has a acc power wire (on with key on only) and a hot. Verified both are correctly powered..
