Default Novice tune question please.

My stalled stock cam A4 runs great and up shifts exactly the way I want after getting my shift points tweaked. If I'm driving on the highway and take my foot off the gas the car stays in fourth gear until about 15 miles an hour before automatically downshifting. I don't know if it will downshift after re-stepping on the gas because there was too much traffic at the time. Is this the standard way our cars are tuned? The gear and mile an hour will show what I'm talking about.
