Is there an inexpensive bi directional scanner?

Went to a shop today who said they could do it, but the only employee who knows how was out on vacation today.
Sorry that no one has answered your questions.
I actually bought one the the cheap Tech-2 clones, but never got a chance to try it. On my Camaro I switched from the GM PCM to a Holley; I sold my track Corvette. Between the body and off-road shops I now own, I have various high end scanners.
For my Mercedes, I bought a Chinese clone of the dealership hardware scanner and that has worked well. For my BMWs the factory engineering software is available in "bootleg" form, although some of the paid smartphone apps are very good.
I suspect the Tech-2 clone works, although with a learning curve.

There's also a data logger.
It isn't HPTuners, but it's free software and it works with cheap hardware ($50-$100ish).
