Air bag light problem.

Air bag light problem. Having a problem.Swapped a 99 Camaro cluster into my 01 Camaro. At first I was able to shut off the check engine light and the air bag light with my Torque Pro app. Then I had to pull it back out to clean the cluster up very carefully.( I just got it today delivery) because it was dirty. Everything works except the air bag light is back on again and it won't go off. On my original cluster,no airbag light so I know nothing is wrong with my airbag system. I did put in a aftermarket steering wheel about 4 years ago with the 2.2 ohm resistor,never had any problems and my old cluster there is no light. What should I do?
You have to have a tech 2 scanner to relearn the instrument cluster to the SDM airbag module. Snapon or equivalent aftermarket scanner may get it but I would have to try one. HPtuners and other software cannot perform the relearn either. Tech2 I know will because I've done it many times. factory uses a key to pair the two for some unknown reason to me. In Trucks it's bcm to airbag module and I have no idea what hell reason for it would be.
