HP Tuners what do I need
HP Tuners is expensive / complicated (but useful for many things) when a simple OBD2 Bluetooth module and a cell phone software app might be all that you need. I like the free Android "Car Scanner" app and a 15-20 dollar Konnwei or Nexas or OBD Link Bluetooth module that will display the 25-30 OBD2 parameters that are important to me. No "credits" required.
You can always step up to HP Tuners later.

While HP Tuners can read codes, that is way overkill; downloading the tune is not going to tell you why you car won't start. Well, unless HP Tuners says it cannot even read you PCM, in which case it may be bricked or not connected correctly.
You just need to test for fuel and spark. (Assuming you have compression.)
Test for fuel pressure on the rail, if there, test injectors with a "Noid" light. If no light, check fuses for the injectors.
Test for spark. If no spark, check fuse for coils and/or check for +12V on the coils. If +12V to coils, but no spark, could be wiring problem, bad crank sensor or rarely things like bad PCM or broken reluctor wheel on crank.
