Default What does it take to get started with a laptop tuning set up

I totally new to computers tuning cars. I do understand the mechanicals.
Whats a good program you can run and see real time data of what your cars computer is doing? And how much does it cost? Any links?
What kind of laptop would be best?
I have a radioshack card with $1800 credit on it
How long does it generally take to figure out what you're doing?
Sorry to sound like a dumbass.

http://www.hptuners.com/ excellent scanner and PCM flash software for tuning, the EIO version allows for additional inputs (such as wideband O2 sensors) and outputs (for activing circuits based on any scannable parameter)

For HPT I use a 350Mhz laptop ... I've heard of people using as slow as 166Mhz but the scanner doesn't behave well (slow to update , it's doing so much needs more processing power)

if you go to HP Tuners website they have a downloadable Help file on the product info page ... flip through that and it'll prolly help understand what kinds of things you can modify...
