can this be a pcm issue?
I have a 98 TA with an LS1 that has developed a serious problem. One morning it just would not start. After having a new pump put in the car due to no fuel pressure, It STILL has no fuel pressure. Me and a friend started doing some checking, and when you hotwire the pump at the relay, it builds pressure, so the pump is in and working properly. The injectors on the car are NOT clicking, so it seems the PCM is not sending the proper pulse to open them.
What would cause the car to have no pressure unless hotwired, and have no injector pulses? Possibly a bad PCM?

Checked the vats........ will not let it crank at all, when the vats is disconected. checked all fuses....all good

This sounds like a hardware issue, if so it's replacement PCM time.

Your flash memory is not readable. Either the hardware failed (most likely), or the data became corrupt. I would be really interested to see how it would react to a re-flash (if that can even be done).
