why open loop at idle

why open loop at idle I dunno what changed but I am in cell 19 i think it is in park but my 02s arent switching at idle like it is in open loop and my a/f is around 13-1 on the wideband. c/l enable is 176 deg and i was at 186 deg when logging. Also, no matter what my injec p/w will NEVER go below 1.9 ms no matter how rich the car is. Any ideas?
