Default o2s locked at .450?

Need help.!!!O2s not switching at all on bank one sensor one locked at .450. Bank 2 s1 over compensating by staying in the hi .89x range. Changed bank1 s1 oxygen sensor, and still have the same readings. BTW on the auto parts screen it says to replace both, but I only did one..and can I ASSUME bank one is the driver's side? Any help would be appreciated. Last alternative is the dealer!!!
I also changed it back to stock program and got the same results. HELP

Thanks for the reply. No it is not touching . Replaced with new one, still same results. How important is it to replace both front o2s?? Right side seems to be working properly just overcompensating(too rich)..??

I have had bad PCM's do stuff like this B-4. Have you checked the voltage at the o2 direct? If it is PCM it will be a little involved to diagnose for first timer (no rib) You need to ensure the circuits work fine & the PCM's at fault. Disconnect the o2 hot & check the voltage out put from the sensor side. If it is working & the PCM refuses to move from its bias o2 voltage then..... A DSO (oscilloscope) is helpfull tool here.

Did you check your fuses? I think it is PCM ACC fuse that controls that.
The only other thing would be a wire problem on the .450 volt sensor, most likely on the harness side of the connector(some shops cut them to run open loop)
