Timing advance on 01-02

Timing advance on 01-02 I think the advance is a little different on 01 and 02 cars than on 98-00 right? It looks like it starts around 15 and works up to 19*. But I dont understand how it is commanding 19 at the top and showing on the scanner 27 or so?
Is there a multiplier I am not aware of?
For example, in HPT at 100 MAP 5200rpm the table might say 19*
But at that same cell when scanning it shows advance of 26-28.
WHY?
