High jumping idle

High jumping idle My car was sitting for a few weeks. When I go start her up idle is running high. The idle will jump around from 1500 to 3000. When you step on the gas it won't respond right away. The tach jumps up and down with no incress in engine speed. I thougt I smelled something burning inside the engine bay. Also the check engine light is on as well as the TCS OFF light is on. I also hear a clicking noise for the TB. Could the be a bad ground or a short somewhere to cause this? Thanks in advance for any help, Brian
