One lterm locking at 0, the other not?

One lterm locking at 0, the other not? Lterms for part throttle are averaging -7.xx and -8.xx (I still need to do some more tuning, and get them around -2 to -3 for better gas mileage), but for some reason only one lterm is locking at 0 at wot, the other is at like +2.3. What's up with that, how come one is locking and the other one isn't? My o2's look real good, between 900 - 915 at wot, any help would be appreciated, thanks!
