I use HP Tuner is there away to force the PCM to ready all tests? I have been told this is possible but know seems to know how to make it happen.

no, no way to force them ready. However you can get them to pass pretty easily
Also not sure on your state laws... but in many states 2000 and previous are allowed 2 not ready, and 2001+ are allowed 1 not ready.
Here's what I would do (I did this and had all ready within 30 mins)
1. Any code associated w/any emisssions, set to does not report error, but leave it turned on
2. Flash PCM, start car, check if they'er complete (I had one car that they all went ready immediately)
if they're still not ready, get 2-3 cold starts in over a day and 2-3 hot starts (cold starts would be in the morning, maybe sometime for lunch, then on your way back home), (hot starts are when the engine's at operating temp... so drive a little ways, and then turn it off
Get about 25 mins of driving also... most should go complete

Maybe try www.obdii.com/drivecycle.html - don't have to follow them exactly. I hate emissions, glad I'm in Florida.
