PCM locking car in 2nd gear?

PCM locking car in 2nd gear? Guys I have posted this in the Transmission section here a while back. https://ls1tech.com/forums/automatic-transmission/338706-tranny-getting-stuck-2nd.html with little help so maybe some of you can help me out with a problem.
I have a 4800 stall in a 4l60e and every time I try to footbreak it above 3000 rpm at the track it leaves in 2nd gear and never shifts out of 2nd. One of the guy told me to dissable/delete the PO705 code and should take car of it The code was dissabled with HP Tuners and didn't help any at all. Anyone have a clue what is going on and how to fix it?
