VATS question, car wont start

Default VATS question, car wont start
Can anybody tell me what the VATS controls, eg. fuel spark, etc.?

I had my PCM tuned with VATS deleted but I have no power to fuel pump, fuses etc are all fine.
I have 12Volts going to Coils, starter motor has 12V as well but there is nothing at fuel pump, nothing at fuel pump relay etc.

Can I put a test light on the PCM harness end?
