It's an M$ Word file, I opened it in word on someone else's computer and saved it as RTF (Rich Text Format) so I could open it in wordpad on mine. Hope that helps.
Is there a newer edition than v1.0 January 2001? I'd like to know what's been added in the year and a half since then.
