Relay?
(Not sure if there are any in-line fuses in the wiring?)
After eliminating any relay/fuse/wiring problems:
Can you go to the large connector on the pass side fender well, pull apart,ground the pin that corresponds to the dark green wire (w/switch on but not cranked) and get both fans to come on low speed? If so that would indicate a pcm/pcm connector problem. If not, it's in the wiring/relay/fuses somewhere.

Is it possible to burn the driver out of the pcm

I did jump the green wire to ground and the low speed fans came on.

If it is a pcm/connector problem what do I do to fix it. Do I get a computer flashed for my car.
