Sears OBD2 reader-domestic and foreign?

There is an OBD2 Actron PocketScan Code reader sold at Sears for $79.99 (Item 0947049) See link below.

Question: I would use this for my car, a 1999 Z-28 SS and a 1996 BMW Series 7 which is the ISO - OBD system; right? Will this reader handle the foreign ISO OBD2 system for the BMW?

It will NOT work with German cars.
My dad bought one for his 1996 BMW 540i at SEARS to read his OBDII codes.
It did not work !

Are there any inexpensive code readers that will handle ISO (foreign) OBD2 systems?

I have a Car Code PC-based OBD system diagnostic reader but I lost the cable that came with the software and cannot connect to the BMW.

Are there "generic" OBD2 cables that I can buy at Radio Shack or another electronic component outlet that would work with my old software? Some of the backround narrative that came with my software indicates that the ISO (foreign) system uses different (more) pins in the PC cable than the GM (domestic) OBD2 system.
