Default do i need new cats according to auto tap?

if i am getting a code that says my catalytic system low efficiency P0420 bank 1 P0430 bank 2 - does this mean i need new cats? or is there some other probelm i need to address. i am now also getting another code that has to do with the o2 sensor heater- is this a discreet part or part of the o2 sensor? HELP!

The O2 heater is in the sensor.

Regarding the cat codes, is the car heavily modified? Stock tuning? Any possible exhaust leaks?

Things that cause those codes:
Misfire,
Damaged catalytic converters - dents, holes, exhaust leak, too hot (headers?)
Damaged O2 sensors - burned wires, wire grounding

After checking for the above, reset the codes and see if they come back.

by the way, if you have a stock car, cats are part of the emissions system and are backed by a federally mandated extended warranty. They are supposed to go a minimum 60K miles before "going bad." Some emissions system warranties are 70-100K miles. Ask your dealer about that one.
