They are checking to make sure all the tests are in a complete state and that there are no stored DTCs or MIL on. If you shut down the MIL no DTC will be set, but the test will run and show complete.

Where it is true you could leave IM tests running but turn off the DTCs from tripping the MIL, EPA has caught on to that and there are tools that can send a DTC code to PCM and tester looks to see if MIL light went on as it should to check if the DTC was turned off.
There is also a tool that queries PCM to find out if it is the orginal PCM, is it the correct VIN, is the module ID valid, does the correct number of PIDs and I/M tests match for that model year to see if the owner is sneaking in another PCM that would pass smog.
What states, county, etc are or will use that tool is unknown but I'd bet within the next year they will be using them.
