You need the hardware AND software (same for every tuning programs)
If you could simply download the software and then use any other manufacturers cable that wouldn't make much sense to the tuning company heh
It's not free... and you need the company's hardware in order to be able to use the software on a car....

If you are looking for scan only, you can order a flashscan cable from www.efilive.com, or you can order an autotap cable from autotap. You will need a license either way. You best bet will be to send a pm to wait4me or contact EFILive directly.
