Can anyone tell me exactly what this thing does.

This a tuning tools that allows you change the signal the computer see's from the MAF. You can adjust for rich & lean conditions.

Yep, it allows you to tune your A/F ratio for the optical settings at both base and WOT.

That is my next mod since I'm running somewhat rich with the stock MAF sensor and I'm hoping I see a solid gain with it after I lean my car out a little.

now how can I tell if the car is running rich or lean. I have a hpp3 on it and sometimes in the upper rpm range I get some spark knock. I am assuming that this is from too much timing by the programmer. Is there any way to fix that or should I just spend the money on getting a custom program done for the car?

Not sure what the HPP3 is doing to your car but I wouldn't recommend you to keep using it. Always seems like a waste to me. If you need a big tune(H/C, headers, etc...) then custom tuning(preferably on the dyno) would be really good for your car.
