Unlocking converter in 3rd gear under part throttle

Unlocking converter in 3rd gear under part throttle I have tried several times to get my converter to unlock while in 3rd
under part throttle. I am wanting to cruise around town in 3rd gear,
and then have the converter unlock with just part throttle. Now
it only will unlock with gas pedal depressed fullt to the floor. Any help
would greatly be appreciated. Thanks
