Default Problems with gears/programmer.... can anyone help?

ok so i have decided to put a set of 3.73 gears in my 98 z28 (with stock 2.73's) i was wondering if i would have to have a handheld programmer to fix my speedometer etc... even though i plan on taking them to a guy that works for a dealership i have still been told that i would probably need a programmer by a few friends. problem number 2: as far as i can tell most people prefer diablo sport programmers. neither they nor superchips make a programmer for the 98 ls1 cars (at least not that i have found). this leaves me stuck with hypertech, which i have pretty much heard nothing but bad reviews for. please offer advice!

superchips does make one for a 98 car, as does the vinci, just diablo does not.

SCT also makes a custom tuneable handheld for 98 cars, I run one on my car. Better than a canned program handheld, with the custom tuning ability of a real software program, no laptop required.

sometimes you can find a shop or someone local that will change your speedo stuff on the cheap.

That is also true, anybody with EFI Live can do it without using a license since it is a 98 car, so that might be the cheapest option.
