Does my car need to be RE-tuned?

Hello all,
I just bought a 2000 trans am that has an ati procharger on it, i bought it in nevada. The guy said he had it all tuned in nevada. Now, it runs a little bit rich and sometimes it doesnt want to shift correctly, it'll just hit the rev limiter, NOT cool. Is it just a bad tune? Or does it need to be re-tuned due to elevation differences? It has 50lb injectors, so is it supposed to run a little bit rich? I really do not know much, that is why i ask. I am calling a local car shop tomorrow, livernois motorsports, and I will ask them the same questions. I just figured maybe somebody on here would be able to help me out before I do that. thanks in advance
