it's a totally different pinout and hardware
similarly a 98 PCM is set to use a different ECT sensor and the gauge cluster in a 98 is setup different than a 99+

well you can use HPT w/both if you get a 98 license... otherwise it is possible to change over to the 2000 PCM but a bit of a pain
you would need a different ECT sensor, Knock Sensors, would have to either rewire or replace the wiring harness (i don't know if the connectors are the same), also not all your gauges would work (temp gauge for example... on a 98 it gets signal from the actual sensor, but 99 sends it on the serial feed from the PCM)
in the end would be cheaper to buy a license for $100 (or if you have a newer HPT cable you may already have free licenses available)
