Programer???
If you have no luck there, I would drop by an autozone or someplace to have a scanner plugged into the car - just to make sure your diagnostic port is ok.
If the port is ok then you can set about returning the tuner. Just advising from a seller's point of view to do a bit of homework before jumping on who you bought it from.
Finally, if you do find the cord or port to have a intermittent short in it, don't use the programmer. If it loses power at all during the program you can lock up your PCM, rendering your car dead until you either get a new PCM or get the locked one force-flashed. There is also a possibility it might straight out toast your PCM.
